Yep, that's how it works. The overview effect is implement as a desktop effect
that uses compositing, and so if compositing is turned off, you can't use it.

Two options:
1. Don't let apps turn off compositing (System Settings > Display and Monitor >
Compositor > some setting in there)
2. Use the Wayland session where compositing can't be turned off
