STEPS TO REPRODUCE
1. Login to KDE Neon
2. Launch "wallpaper settings" by right click on dektop
3. Launch any other application (Dolphin, Firefox, Emacs etc)
OBSERVED RESULT
When doing (2) the wallpaper settings window displays correctly, and is
floating with a blue border
When doing 3 no window, or a fullscreen black window, appears.
EXPECTED RESULT
Windows of applications to display.
SOFTWARE/OS VERSIONS
KDE Plasma: updated with the 11 10 22 update to plasma 5 26
