This was discussed for the next-gen Activities refresh for Plasma 6, and
ultimately we've decided against it. We're going to double down on Activities
as providing containers for apps and the specific use cases they enable, and we
think power management and lock screen settings make the most sense to be
global, rather than per activity. Thanks for the idea anyway though!
