The problem is, I don't think I can achieve with plasma themes what I'd like to
achieve:

a) Keep the theme for most widgets just as it is (and in the best case
maintained by the original maintainer)
b) Style one panel in one way (e.g. light)
c) style the other panel another way (e.g. dark)

It would be especially nice to have the option to apply a semi-transparent
plasma theme on top of the chosen panel wallpaper.

I think older KDE and old GNOME allowed just to set kind of a wallpaper, which
allows for easy customization of single panels. I see that there is currently
no option for it, but I am sure quite a few people would have profited of such
a new feature for creating a style as intended, instead of a style as possible
using the restriction on having parts of the plasma theme apply on the panels.
