I think the point is to have two different "screen energy saving" timers, one for the plain idle session, and the other for when the screen is locked. I think every device but kde/plasma has this feature nowadays: https://learn.microsoft.com/en-us/troubleshoot/windows-client/shell-experience/monitor-powers-off-when-pc-locked, also android, gnome iiuc; the Phosh timer in this circumstance is so short that unlocking the screen is challenging... I think the script above does just that, it did prove useful, but I'm not sure it's robust at all. And it's a lot of tinkering.
