Looks like the raw importer simply doesn't import the metadata, I don't see any
non-default values in layer->edit metadata. The raw import filter is a bit
unmaintained, since we started focusing on making painting application. I'll
confirm the issue, but it's really unlikely anyone will work on this any time
soon, I'm afraid.
