I have experienced the same issue on Kubuntu. Was on 22.04 with Plasma 5.24,
have several window-positioning shortcuts defined to use the number pad, e.g.
Quick tile top right is "Meta + Num + 9". Sometime since upgrading to 22.10
with Plasma 5.26 (backported) these have broken, i.e. the existing defined
shortcuts are all no-ops. If I try to (re)define any shortcut with the numpad
keys, they show up as regular numbers, e.g. "Meta + 9". The ones without "Num
+" conflict with default shortcuts for task manager. I can live without those,
but it's a BC breakage fore sure.

This may be related to but not the same as #443225, because I do not have the
"Numeric keypad always enters digits (as in macOS)" compatibility option
enabled.
