A screenshot showing the width change with new applications being opened.

SUMMARY
When opening new applications, the size of the currently open tasks begin to
shrink, even with sufficient panel space.

STEPS TO REPRODUCE
1. Create a new default panel (Right Click Desktop → Add Panel → Default Panel)
2. Enter edit mode of new panel
3. Hover over the Icon-only Task Manager and click Show Alternatives
4. Select Task Manager
5. Open one application and measure the width of the new task on the panel
6. Open another application and measure the width of both of the tasks that
were opened.

OBSERVED RESULT
The width of the icons begin to shrink as more windows are added.

EXPECTED RESULT
The width will stay the same until there is no longer room on the panel, and
then begin to shrink the width of the tasks.
