Doesn't sound like a bug in KDE. This is rather an issue in NetworkManager or
wpa_supplicant or driver. I would start with NetworkManager and report this
issue in their bugzilla.

To be sure it's not in KDE, paste please output from "nmcli device wifi list"
once this happens.
