Example with multiple plasmashell reloading
I can reproduce on X11.
It seems that the widgets are restored to the saved position before the panels
show up, (but their position was saved taking into account the previous panel)
Then, as the panel shows up, they're rearranged to re-accommodate to the
smaller desktop area. What happens to every individual widget is slightly
different, so I guess that has to do with the different heuristics of resizing.
These small example shows what happens when sequentially restarting
plasmashell, which would be equivalent to successive loggings.
