I experience the same issue on Debian testing, plasma 5.26.5.
Discover applet never shows up now in the notification area when set to "show
when relevant". When set to "Always shown" it indicates no updates, even though
there are updates pending.
I wonder if it's Debian specific problem. Does it work on other distros?
