windows decorations fail to apply on gtk 3 applications, the theme does not
match with others windows on the system
Reproducible: Always
Steps to Reproduce:
1.install any gtk 3.2x app
2.install new decoration windows theme
3.change on system setting to get the result
Expected Results:
same windows decorations for gtk and qt applications
