It may be a problem with the openSUSE distribution. I have the problem at least
in the Tumbleweed version. I found the missing message in
/usr/share/locale/nl/LC_MESSAGES/plasma_applet_kdeobservatory.mo, which comes
with the package kde-l10n-nl-16.08.0-1.2.noarch. I inspected the build system
where this package is build and found it comes from a tar file
kde-l10n-nl-16.08.0.tar.xz. I assume this comes from the KDE project. I
inspected that tar file and found the mentioned po file in it. So at least the
bug is that this po file should not be included anymore. The question arises
also, whether other files should be excluded there as well.

To answer your question about the missing message or rather a message with a
typo which has been fixed in the po file quite some time ago. I found that one
in /usr/share/locale-bundle/nl/LC_MESSAGES/pkupdates.mo. Which comes from the
package bundle-lang-kde-nl-13.2-30.1.noarch. I inspected the building system
which generates this package, but this one is too complicated to find why this
system is not using the more up-to-date po file. So I will first file a bug
report in openSUSE about using not-up-to-date po files to generate this
package.
