I see this was reported for version 21.08. A rewrite of the UI happened for
version 23.04 and I can't reproduce this.
Here's what I tried on X11:
1. Launch Spectacle from Kickoff (Application Launcher).
2. Set No Delay, uncheck "Capture on click"
3. Do a Rectangular Region screenshot
The UI for taking a rectangular screenshot appears, I am able to make a
selection and confirming the selection captures the selected region. Since this
was reported for an older version, I'm marking this as fixed, but it can be
reopened if it's still a problem for 23.04/git master.
