The bug in action, with OBS in the background

SUMMARY
There's a small yellow line that shows up above my bottom panel.  It shows up
when I minimize all windows and just show the desktop, and it shows up when I
mouse over an icon in my task manager. It disappears seemingly at random.

STEPS TO REPRODUCE
I can't exactly put it into steps, because it happens in a lot of different
ways

OBSERVED RESULT
A very small yellow line shows up right above my bottom panel.

EXPECTED RESULT
There is no strange yellow bar that shows up above my bottom panel.
