[plasmashell] [Bug 465829] The plasma panel will redraw the top boarder on top of any maximised application when it is set to "Windows can cover". The panel will also display additional boarder line when cursor is in an area with no icons or widgets.

Just finished updating to 5.27.1. The artefact line that appears in the panel
when an application is covering the panel or watching video in full screen
still exists but it is now much thinner. Something has improved I don't know
what was changed but thanks for the update, It is now far less noticeable if I
am not looking directly in the area.
