STEPS TO REPRODUCE
1. Set an accent color
2. Configure Breeze Light to "make window titlebars accent-colored"
OBSERVED RESULT
Buttons in the titlebar + toolbar area do not have visible outlines when the
mouse hovers over it.
EXPECTED RESULT
Buttons in the titlebar + toolbar area do have visible outlines when the mouse
hovers over it.
