bug happening on KDE Neon

SUMMARY
When disconnecting from a Moonlight stream running for long enough, moving the
cursor over a Task Manager item starts dragging it until you click.

STEPS TO REPRODUCE
1. Install Moonlight Game Streaming and connect to another computer running
Sunshine
2. Wait a while (I got it to happen within 10 minutes one time, another time I
couldn't at all)
3. Disconnect from the stream
4. Hover over a Task Manager icon
5. Try again if nothing happens (can take a long time to happen unfortunately)

OBSERVED RESULT
The cursor gets stuck on Task Manager icons

EXPECTED RESULT
The cursor does not get stuck

SOFTWARE/OS VERSIONS

Linux/KDE Plasma: Arch Linux, KDE Neon, probably any other distro
KDE Plasma Version: 5.27.3, different on versions before 5.27
KDE Frameworks Version: 5.104.0
Qt Version: 5.15.8

ADDITIONAL INFORMATION
Older versions than 5.27 have the same issue but don't actually trigger a drag
This seems to only affect X11.
Logging out seems to be the only way to fix this (restarting plasmashell
doesn't work)
I've had this happen with other apps, but it happens to me most often with
Moonlight.
Qt apps also behave strangely with no hover effects and focus being stuck (see
attached video)
