I think that the difference between "auto-hide" and "windows can cover" is the
animation that auto-hide shows (and the fact that auto-hide also hides from
desktop).
This is not a bug, but can be a feature request.
Like: To enable the same animation to "windows can cover" panels as in
"auto-hide" panels.
Personally I would like it configurable, I don't want animations.
