Proxy clips rendering seems to do more jobs at once than it's allowed in
configuration.

STEPS TO REPRODUCE
Settings -> Kdenlive settings -> Proxy clips -> Enabled for grater than 700px
videos
Settings -> Kdenlive settings -> Environment -> Concurrent process threads: 2
Massively add video clips to a new project.
OBSERVED RESULT
Job queue grows, and at least 8 clips show progress bar running. Others show
waiting sign "..." and follow after.
