Also, I'm not sure why do you think it's a problem - if 'Open new folders in
tabs' is unchecked in Dolphin settings that implies the new window should be
opened by default, if we have no other settings preventing that?
Maybe it differs from original behavior but still I'm not sure if it can be
considered as this bug.
