This was done simply to save time and avoid us having to spend time categorising projects that were no longer under active development. Our practice since invent.kde.org has gone live is that when projects become unmaintained we archive the repository in place - which removes them from active view while still keeping everything relating to it frozen in time for archival purposes. Therefore repoactive=false should be the true flag relied upon to determine if something is unmaintained.
