When I'm at
    https://invent.kde.org/plasma/sddm-kcm/-/blob/master/kcm_sddm.actions
on the left end of the menubar I see a button with three horizontal lines

but when I select that, I only get "Switch To" choices (Projects/Groups/Your
Work/Explore).
Farther at the right, there is a "+" dropdown button "Create new..." with a
choice "In this project" -> "New issue",
    https://invent.kde.org/plasma/sddm-kcm/-/issues/new
but that contains a red warning text starting
    "Please note that all bug reports and feature requests should be filed on
bugs.kde.org and should never be raised here."
Is that the one I should use?

Thanks. That last step was blindness on my part.
