Editing Breeze Light color theme active titlebar color has no effect

STEPS TO REPRODUCE
1. Open systemsettings/appearance/global theme/colors
2. Edit Breeze Light color theme
3. Change active titlebar color to blue
4. Save the color theme as "Breeze Light username"
5. Close and Apply
OBSERVED RESULT
Active window titlebar color stays grey
EXPECTED RESULT
Active window titlebar color should've changed to blue
