Maybe we are getting closer to the issue.
Setting both slides in blue settings to the lowest doesn't do anything at all
to the taskbar (tested  this with the taskbar in translucent mode).
Putting the sliders to the maximum doesn't change anything again.

So it looks like that setting is getting ignored completely?
