Crop tool panel with feature idea

SUMMARY
Many times, the user needs to crop an image based on specific final dimensions,
which are smaller than the actual dimensions of the image. In such cases, user
needs to do two steps: Crop and then Scale.

1 - The user click on "Crop image to an area" in toolbar and enters the width
and height of the crop he wants to make.
2 - Set "Aspect Ratio" to "Locked".
3 - User drag and drop handles. Then the user can now click and drag the area
to crop, without losing the aspect ratio of the image that needs to be cropped
and performs the cropping. 
4 - User access to another function "Scale image to new size". Finally, the
user scales the previously cropped image to the width and height they entered
in step 1.

I hope I've explained myself well, in any case, please ask me about it. It
would be a very useful functionality and doesn't exist in other similar
applications.

See attached image to have an idea of how it could be implemented. Text of
dimensions that appears in "Scale after ... " check box will remain when user
enable this feature.
