for a plasma theme i wanted to have the following feature:

1. switch background color for panel and tooltips by
system-color-text-highlight.
2. text should always ALWAYS be black(dark)

to do this i have created a theme with a "colors" file. because i know that
without colors file, plasma now will take the systemcolors, i have removed
everything but the "ForegroundNormal" lines.

with success... well not exactly. the color now changes like it wanted to but i
have to manually reload the theme after a color change

Expected Results:  
The theme should always just read the colors-file given colors that are in
there and if one is missing, using the systemcolors
