This bug is a derivation of bug 462860 as there is a case that keeps failing.
When fractional scaling is used and this is set to a value less than 100%,
using Spectacle to capture the screen produces a strange effect, part of it is
resized and some is not, and of course the capture Spectacle does is not
correct, nor is the editing of notes in this case.
