I currently reproduce this issue just when stacking monitors vertically:
yakuake is not shown on the upmost screen.
Simply rearranging the very same screens on the same baseline it works.

This is how it behaves for me:

I'm pretty sure it worked like a charm until a few weeks ago, though I've not
tracked down which specific update introduced the flaw.
