SUMMARY
I installed "neon-settings-experimental", following below instruction:
sudo apt install neon-settings-experimental
sudo apt update
sudo apt dist-upgrade
https://blog.neon.kde.org/2023/08/04/announcing-kde-neon-experimental/
And unfortunately this caused I cannot update the system since 3 days. Below
