STEPS TO REPRODUCE
1. Click the button to capture a rectangular region
OBSERVED RESULT
The new toolbar opens in the middle of the screen and often needs to be moved
away before selecting the region.
EXPECTED RESULT
I have no idea what was wrong with the old UX and why it was changed, but the
new UX is worse.
I do not see how the toolbar provides any feature, that is not provided in the
main window after the screenshot is taken. But at most the toolbar should open
at the top or bottom of the screen where it is less likely to be at the
location where one wants to select the region.

I have multiple screens. Maybe this affects where the toolbar is positioned.
