SDDM isn't a KDE project, so SDDM bugs are not tracked on KDE's bug tracker.
I'm afraid you'll need to report this to the SDDM folks at
https://github.com/sddm/sddm/issues. This does seem like a real issue since
SDDM has a fallback theme that should be getting loaded here in the case where
the theme is broken.
