I figured out the bug seem to only happen on my LG C9 55" TV because when I plugged in my proper PC monitor powerdevil don't spike CPU and I am able to enter power settings. I'll add journalctl -b 0 | grep -i 'powerdevil' after fresh reboot for both monitors below.
