User Icon on the launcher menu is changed only for the first time. Then it
requires to logoff/restart for a change to be applied.

STEPS TO REPRODUCE
1. Right click on the user icon in the Launcher
2. In Manage Users change the icon/avatar
3. Notice it changed in the launcher (as should)
4. If you keep changing it, the icon in the launcher will be stuck to the
previous one
5. Logoff/restart fixes it
OBSERVED RESULT
Old icon/avatar stuck in the launcher.
EXPECTED RESULT
Icon/avatar change on the fly.
