STEPS TO REPRODUCE
1. Set up Plasma with a top panel
2. Enter edit mode on the top panel
OBSERVED RESULT
Panel Settings dialogue box overlaps the Edit mode control bar
EXPECTED RESULT
Panel Settings dialogue box should be positioned below edit mode control bar
with appropriate padding
