I followed your instructions and indeed you are correct. My etc/sddm.conf was missing the Wayland parameters. This bug is only affecting the X11 session. Under the Wayland session the SDDM screen login works fine. This begs the question why we wouldn't launch the Wayland SDDM screen by default?
