Agreed, it's kind of annoying. And it doesn't happen when you open System
Settings KCMs.

Under the hood, I know what's going on. Only one applet config window can be
open at a time, so when you have the System Tray window open, that's one, and
when you use it to open another applet's config window, that would be two, so
the first one has to close.
