It looks like in Dolphin or Okular, the toolbars are locked when the Configure
Toolbar window is open, but one can still interact with the menus and document
content. In Kate, nothing can be interacted with when the Configure Toolbar
window is open. It is inconsistent, for sure, but is there a benefit to being
able to interact with some of the interface, but not all? I am guessing the
toolbar has to be locked to edit it?
