I don't think they are completely unnecessary, but I think they are of low
importance compared to others, because they are are more rarely used. To some
people, yes they may be unnecessary as they never use them, but I don't think
there are many people that never use them and a good compromise would be to
still have them, yet...

I would put them like on Windows, last in the menu:

But unlike Windows, I would put "Configure display settings..." really last, so
it's easier to find it even when somebody uses a non-English language and we
need to fix something for them in display settings.
Or when we switch from a lower resolution to a 4K resolution on a 4K monitor or
TV and everything just becomes too small to read.
Or we boot into / connect a 4K monitor or TV that is not near enough to us to
read and we want to switch back to a lower resolution or increase the scaling.
It happened to me a few time to have to come closer to read after I switched to
a 4K resolution.

Knowing that it's always last, when you don't understand the language or it's
hard to read, it helps to quickly and easy go to the display settings and fix
what is bother you.
