Can confirm that it is working that way, and that it intuitively doesn't make
sense. When entering edit mode from the desktop, it wouldn't make sense to
bring up the panel edit popup automatically for those of us with 2 or more
panels since it may not be the panel we want to configure, so your expected
result option 2 would be preferable in those cases.
