Thought I had already uploaded screenshot. It still happens on KDE Neon 5.8.2. actually if I select the "Image" it gives me as a wallpaper... OMG, I think I know the misunderstanding. "Widgets" and "Wallpaper" are headings not options. In KDE 4 choosing image gave me an image frame widget with the image loaded! Sorry!
