I upgraded from 5.27 to 6.0 using Discover and after a reboot there is no
panel.
STEPS TO REPRODUCE
1. Upgrade from 5.27 to 6.0 via Discover
2. Reboot
3. Log in
OBSERVED RESULT
There is no panel on any monitor
EXPECTED RESULT
There should be panels on both my external monitors like I had in 5.27
SOFTWARE/OS VERSIONS
Linux: 6.5
KDE Plasma Version: 6.0
KDE Frameworks Version: 6.0
Qt Version: 6.6
ADDITIONAL INFORMATION
Booting from the latest Neon User ISO works as expected
