STEPS TO REPRODUCE
1. Set panel icon size to small
2. Set panel height to 40

OBSERVED RESULT
Bluetooth icon is annoyingly humongous compared to the other icons
EXPECTED RESULT
Bluetooth icon should be scaled appropriately.

ADDITIONAL INFORMATION
Is there a reason why changing the icon size sometimes makes the icons colored
and sometimes not? The clipboard icon is annoyingly colored, while the rest
aren't at 40 panel height.
