Even if bluetooth is "disabled", the applet still shows the action to add a
device

Might be related. Actually, the switch in the header of the applet doesn't
disable bluetooth. Here's the output of rfkill after "disabling" bluetooth
using this switch:

> $ sudo rfkill list
> 1: tpacpi_bluetooth_sw: Bluetooth
>         Soft blocked: no
>         Hard blocked: no
> 2: hci0: Bluetooth
>         Soft blocked: no
>         Hard blocked: no

It's Neon User Edition, Plasma 6.0.0.
