I've checked that on a new account the symptoms are the same: if you switch to the dark mode (eg. in the Quick Settings) some parts of the theme are not loaded (colors in the Kirigami apps, window title font is also reset to default). plasma-integration is installed as well as all the "breeze" recommended packages.
