I can confirm the issue in Plasma 6.0.2 on Neon testing:

When clicking on the "Plasma addons" category in discover, the side bar
populates with various Plasma addon categories, but the main view shows the
loading gear and it doesn't change until I give up.
When starting Discover from the console with QT logging enabled, I can see that
when I click any addon category (for example, "wallpaper plugins") the output
shows something like this:
