Currently, you can't tell from the tray icon whether a restart is needed for
the available updates. The icon always shows a circular arrow surrounding the
big up-arrow. This circular arrow iconography is used in the "reboot system"
icon, so it's a bit conflated here.

What if we split it into two icons:
* Updates available: just an up-arrow (or up-arrow with closed circle
surrounding it)
* Updates available and reboot required: up-arrow with circular arrow
surrounding it

That way, you can tell at a glance whether a restart is needed,  and you can
infer whether changes will take effect immediately or only after restart,
increasing predictability in behavior. This info may also be important to users
when deciding whether to update right away or wait until later.
