The icon always shows a circular arrow surrounding the big up-arrow. This circular arrow iconography is used in the "reboot system" icon, so it's a bit conflated here. What if we split it into two icons: * Updates available: just an up-arrow (or up-arrow with closed circle surrounding it) * Updates available and reboot required: up-arrow with circular arrow surrounding it That way, you can tell at a glance whether a restart is needed, and you can infer whether changes will take effect immediately or only after restart, increasing predictability in behavior.
