Set bottom panel to non-floating, full width and "windows go below". Then open an image that is big enough to fill your screen. On some values, like 105% scaling, there is a teeny tiny gap between the bottom panel and screen edge that can show either wallpaper, or the image you were seeing. I wouldn't be surprised if this gap is not properly "cleared" at times, causing old data showing in there.
