If you just click OK to save & dismiss the settings window, your change will be ignored (proof, just open the settings window again, and you'll see the startup folder locations hasn't changed). I couldn't reproduce anymore the same behavior with the "Switch between panes with tab key", as originally stated in my initial comment.
