I'm on Plasma 6.0.4 and holding shift while scrolling brightness widget icon doesn't increase/decrease brightness by 1%. But when you click on brightness widget, and it opens then you move the mouse pointer over the brightness slider, and you hold shift while scrolling it seems to increase/decrease by 1% in that case.
